In modern Russian conditions the increasing urgency is got by a problem of an effective utilization of regional scientific and technical capacity. It is the formation means of so-called “sustainable” economy (within the limits of the concept of a sustainable development accepted in the world community). In this article the concept of “region’s scientific and technical capacity” is defined and it’s analysis different methodological approaches are allocated. It is concluded that the influence of the regional scientific and technical capacity on the sustainable development’s prospects. The importance of regional aspect of the sustainable and innovative development, caused by that specific role which is played by country’s regions - as an active subjects of market relations and the structural elements of the national economy having creative and innovatively susceptible character is shown. The problems of regional development interfering realization of the concept of the sustainable development are characterized.
