This work presents a new up-to-date approach related to modeling, description and design of urban infrastructure of municipal authorities, which allows creating a target structure of a social and economic object and managing such object. Reasons are given to use a cybernetic model to substantiate a process of municipal authorities’ management of urban infrastructure. New innovative indicative indices for determination of a state of urban infrastructure of municipal authorities, management of its operation and development are proposed in this work.
