The given notion of the theoretically-methodological mode of the state management of the regions is based on the way of the analysis and valuation of the condition of the socially-economic development of the territory which was proposed by the author. Elaborated approach gives the possibility to represent a complex idea of condition of the economy and social sphere of any municipal body and according to this to determinate the priority in the directions of further development of it’s territory. Proposed option of the systematization of branch’s structure of the spheres of public production.
