Improving methodical tools used for strategic planning of city development in terms of globalization

Strategical planning in today’s Russia is rather a declaration than an organizing principle for municipal governments. Target documents drawn up by Russian experts in planning hardly contain development-focused solutions. Bodies of the public authority misunderstand the meaning of strategic planning under new circumstances, and this results in their inability to elaborate efficient development strategies. The author makes an attempt to understand the point of strategic planning in cities in terms of globalization.
