The article disputes problems and prospects of creating progress strategies on the national, regional and local levels. It reminds that the country still has no unified system of strategic programming. It also highlights the discrepancies between the different progress strategies for Russia, the regional progress strategies and those for separate municipal bodies. It offers a model of unified system for federal and regional strategic programming in Russia. It also introduces a project of federal law On State Forecasting and the Russian Federation Strategic Progress Programming.
