Justifying of the choice of methodological tools for solving modern scientific problems

Subject. This article discusses methodological tools for solving contemporary scientific problems.
Objectives. The article aims to justify the principles of methodological tools selection.
Methods. For the study, we used systems-synergetic approach, analysis and systematization.
Results. The article analyzes the methods by great scientists and substantiates the choice of a rational structure of the basic methodology for using expert methods and methods for solving multi-criteria problems.
Conclusions and Relevance. The generalized and basic methodologies can be considered as a “methodological compass” for addressing modern scientific and technical problems of Russia. Specialists can use the results obtained in the development of State programmes and security of the Russian Federation.
