Subject. The article considers problems of ensuring Russia's technological sovereignty. Objectives. The purpose is to identify factors that need to be taken into account when developing measures for high-tech products creation. Methods. The study employs methods of mathematical analysis. Results. To assess possible risks of implementing the main measures for high-tech products creation, we suggest using Harrington’s Desirability Function. Conclusions. The findings can be used in the development of government programs and plans for the creation of high-tech products for various purposes in the interests of defense and national security of Russia.
