Subject. If viewed through the current socio-economic relationships, public-private partnership (PPP) develops so as to maintain the ongoing coordination of public administration and business and their activities. They need this to jointly make appropriate decisions on the current economic problems existing through levels of economic processes. The partnership depends on the electronic and digital exchange of diverse information as part of government relationship management, which should be enshrined in the legislation.
Objectives. We herein analyze the effective regulatory and legislative terms of the cooperation between business and public administration authorities.
Methods. The study is based on methods of the structural and functional analysis of distinctions in modern communications as part of PPP. We also comprehensively analyze opportunities given by digital means of optimizing them. We compare the effective regulatory documents governing the electronic and digital performance of GR-management.
Results. We conceptualized and drafted the regulatory documents of the region’s public authorities, which sets forth terms of government relationship management through a special body that would unite representatives of public administration and business through modern digital technologies.
Conclusions and Relevance. What will substantially influence the emergence of the digital economy elements in the Russian region is the legal regulation of GR-management as part of PPP through the active use of modern electronic and digital technologies. The effective means of GR?management can be legally regulated with a regional regulatory document (the regional administration’s resolution), which would define key activities to ensure the electronic and digital performance of regional economic processes.
