Importance Represented with military-industrial complexes in some countries, the operating military economy becomes a fundamental part of the national security and even an autonomous military, political and economic force. Methods In the second part of the article, we apply the political-economic approach and tools for military and economic analysis to examine the efficiency of resources allocated for military purposes, public and political sentiment about it. We also unveil sources of military-technological and military-economic advancement of the USA and Russia in comparison with other countries. Results Centralized regulation, ongoing control over the use of defensive resources are proved to be the efficient military and economic policy, considering the sanctions, austerity measures and crisis phenomena. Being influenced by military business supporters, the USA adheres to a flamboyant military policy, which boost only revenues of military-industrial companies, rather than the defense condition and combat power. Conclusions and Relevance Demonstrating much higher efficiency than the U.S. military-industrial complex and lacking the finance of the U.S. military monopolies, the Russian one must tighten the coordination, manageability, consistency, reduce costs as much as possible, increase labor productivity and implement the domestic production quality system, which would be actively supported by the State and its resources.
