Support infrastructure for social entrepreneurship in Russia

Importance The article overviews the arrangement for support infrastructure for social entrepreneurship in the Russian Federation. This research continues pending theoretical studies abroad and nationwide, thus engendering the ambiguity of its interpretation and characteristics.
Objectives I identify socio-economic effects and restrictions in positioning of social entrepreneurship. I determine the future prospects of social entrepreneurs as providers of social services in Russia and examine the extent to which the non-profit sector and social entrepreneurs agree with the convergence of support infrastructure, and whether it will increase the quality and accessibility of social services.
Methods I rely upon the description of types of support infrastructure, development institutions and technologies, including the assessment of support to non-governmental organizations and growth rate in respective results. I also applied the method of semi-structured interview.
Results I obtain an expert judgment and identify risks of social entrepreneurship positioning as provider of social services. The Russian social entrepreneurs are more profit-oriented, rather than committed to creating the social value and workplaces for the target audience. The legal status of the social entrepreneur is blurred, without official accounting for social entrepreneurship being in place. Impact Hab, Our Future Fund are recognized to make the most substantial contribution to creating genuine values of the national social entrepreneurship and disseminating this knowledge.
Conclusions and Relevance Russia implements support infrastructure of social entrepreneurship, including the preparation of road maps, development institutions. The difference between non-profit activities and social entrepreneurship may affect the quality of social services provided by non-governmental entities.
