Prioritizing the areas of basic research for the creation of high-technological products

Importance The development of methodological tools is one of the most important objectives of performance-based planning for prioritizing basic researches for creating high-tech products. Thus, it is important to set up priorities of basic researches so to create high-tech products of good quality, notwithstanding limited financial resources.
Objectives The research devises methodological tools and traces how the customer’s requirements to technical and economic characteristics of high-tech products correlate with needs in basic researches.
Methods The article stipulates that it is the matter of multiple criteria and collective examination to substantiate the reasonable composition of crucial basic researches. The analytical hierarchy process created by T. Saaty was used as the most productive expert method. To address the objectives, we modify this method for multi-tier consecutive expert modeling of the way scientific achievements in high-tech production are evaluated in line with the self-organization principle. This modified method helps to overcome methodological difficulties in evaluating the effect of scientific achievements in high-tech production.
Results We outline key principles of the methodological framework for prioritizing the areas of basic researches and evaluating how scientific achievements influence high-tech production, using ordinary functional and technological models. We present our own method to substantiate what areas of basic research would be reasonable to create high-tech products.
Conclusions and Relevance The proposed methodological tools are quite versatile. That is why they can be used to address practical tasks in substantiating the activities needed to plan the S&T basis for high-tech production.
