Demographic changes in rural areas of central Russia in the context of the social policy of the State

Importance Crucial geopolitical objectives include the preservation of demographic capabilities in rural areas, decent living conditions for rural people, continuing utilization of rural areas, considering the need to retrofit the agricultural sector and replace imported agricultural products with domestic ones.
Objectives The research identifies how demographic situation changes in rural areas in the constituent entities of central Russia after the regions embark on providing social support to families with children.
Methods The research involves generally accepted methods of research, i.e. data collection, review of literature, data systematization, comparative and logic analysis. Relying upon data of the Federal State Statistics Service of the Russian Federation, we monitored demographic indicators, compared them with the national and target ones, and provided a comparative analysis of measures of social support to families with children in the constituent entities of Central Black Earth region of Russia.
Results Keeping high birth rates, rural areas were found to continue losing its population due to internal regional and cross-regional migration and high death rates. As a comparative analysis of social support measures shows, notwithstanding certain resemblances, there are differences in the amount of allowances and their utilization requirements.
Conclusions and Relevance Currently, rural areas need to have their demographic problems and difficulties resolved as a priority objective. Hence, the socio-economic policy should pursue creating decent living conditions, making rural areas an attractive place to live, providing incentives for the population to stay there. Measures of social support to families with children should mostly consider the needs of rural population.
