Subject The article discusses the ways to use modern principles of self-organization, one of the topical directions of further refining the program planning methodology, along with the traditional systems approach and principle of consistency. Objectives The purposes of the article are a comprehensive analysis of the essence and principles of self-organization in program-targeted planning of complex engineering systems' development, and a clarification of the theoretical framework of program-targeted planning by sharing a systems approach and synergistic approach (the self-organization theory). Methods We analyzed the content of program-target planning and established its fundamental similarities with the causal mechanism of self-organization of Aristotle. On the basis of a retrospective analysis of foreign and domestic experiences in the program-targeted planning of sophisticated military-technical systems, we determined principles and the physical essence of self-organization. Results We attempted to understand the process of program-oriented planning of the development of complex engineering systems as a process of controlled self-organization; we identified goals, causes, conditions and driving forces of self-organization. We formulate the principles and criteria of self-organization in target planning development of innovative systems. As well we refined the theoretical-methodological base of program-targeted planning and specified prospects for its use for designing sustainable development dynamics of complex systems for the long term. Relevance The results of our research may be useful when developing and implementing long-term development programs of complex technical systems, identifying ways and means to achieve sustainable development of complex engineering systems in the sphere of socio-economic development, defense and national security of the Russian Federation.
