Semantic technologies for designing and analyzing strategic documents on innovative economic development

Importance The article examines issues of preparing strategic regulatory and legislative documents (concepts, doctrines, programs and plans) that determine innovative aspects of economic development. The documentation should be clear and specific, covering every possible aspect so that users with different views could definitely and unambiguously interpret the current processes.
     Objectives The fundamental issue of creating and expanding information legislative environment of innovative economy represents a combination of three mutually related tasks, i.e. devising methods for modeling and investigating economic systems and processes; preparing and publishing regulations that provide an adequate view of innovative-led economic relations and govern them, building intellectual modeling systems and knowledge databases containing all legislative information.
     Methods The research investigates the specifics of intellectual economic and mathematic method that is based on the hypertext methodology for information modeling and logic and linguistic tools that effectuate it.
     Results
The research and its findings allow to set up semantic models of objects regulatory documents describe; identify applied subject matters, which require additional studies and regulations; carry out sound analysis of terminology; analyze corpuses of texts consistently in terms of any controversies, completeness and abundance.
     Conclusions and Relevance The legislative framework of various economic and social processes should be based on the most advanced ideas and technologies, which are projected to be optimal in the coming future. The contemporary innovative economy will be feasible only when there is a full set of practical documents, which will lay the basis for the economic information and legislative environment of the society. The results of the research may be useful for public authorities charged with innovative economic development, as well as for private entities, which are involved in implementation of innovative projects.
