Importance Imposition of sanctions by a number of the Western countries and their allies against the Russian economy, as never before exacerbated the problem of finding an effective tool to enhance the efficiency of current research and selection of the most promising areas of their practical use in the Russian Federation. These circumstances give this article a higher relevance. Objectives We substantiate the need for strategic planning for basic scientific research and R&D as an essential component of the development of competitive strategy of research organizations and production enterprises. Methods On the basis of a systematic analysis of the current economic conditions of the national industrial enterprises and research organizations, we have identified the main causes and deficiencies, which hamper an effective use of strategic planning tools in their work. For comparison, in the context of the EU Member States, we show the possibilities and prospects of application of the strategic planning apparatus for socio-economic development of individual regions. This experience with its minor adaptation can be used to enhance the quality of socio-economic development of many Russian regions, as well as for the State support for obtaining results of fundamental scientific research and improving the quality of their use. Results The paper offers the modern approaches to strategic planning in terms of the development forecasting apparatus and application of methodology instruments for scenario planning aimed at the formation of competitive strategy of the R&D development institutions and industrial enterprises subject to receipt and use by them of the results of the basic scientific research. The paper substantiates the composition of individual types of scenarios of the strategic development and structure of the some of their types in relation to the activities of research organizations, which are the main findings of this article. As a scope of application of the researches, we offer proposals for active stimulation of promotion of new knowledge to the stage of innovative products production (services, technologies) within the framework of the strategic development of the industrial enterprises activities and research institutions of our country. Conclusions and Relevance We conclude that the use of strategic planning tools and the formation scenarios apparatus for fundamental scientific research and R&D should become an important component for developing competitive strategies of scientific research of the Russian organizations and industrial enterprises.
