State pricing management of military purpose products

The article substantiates the need to improve the management of military purpose products pricing, the creation of which requires significant budget allocations. The authors propose to consider pricing management as a complex multi-step process, which covers the period of time from the start of the formation of the main directions of development of weapons and military equipment prior to the completion of the State defense order. The paper demonstrates that it should be based on an integrated consideration of economic and military pricing components. The authors have developed proposals for the Concept of State pricing management for military purpose goods, which should contain a description of the essence of the concept of effective use (spending) of budgetary funds, the principles of State pricing management and pricing tools used for this purpose. The article provides a list and discloses the content of conditions the implementation of which will ensure effective use of budget funds while preparing planning documents and their implementation. In order to ensure the validity of management decisions aimed at the efficient use (spending) of budgetary funds, the article sets out the principles of government pricing management of military purpose products, it reveals their essence. The article provides the management tools of pricing management of military purpose products, allowing in practice to meet the conditions of effective use (spending) of budgetary funds and to implement the government management principles. The article findings may be used to develop the Concept of government pricing management for military purpose products, as well as to improve a methodological support for the formation of the forecast (initial, contract) prices.
