Food security as an essential national interest of Russia

The article points out that at the present stage of the socio-economic development, food security is of increasing importance, which becomes one of the key global problems and its successful solution ensures the State sovereignty preservation, as well as its economic sustainability and social stability. The author points out that the solving of the food problem in all developed countries assumes great importance, as it is testified by the existence of the national programs, special laws on food security in the United States, Japan, EU countries. The problem of food security is highly relevant for today's Russia, as it contributes to the quality of life of the Russian citizens, since its solving promotes the high standards of living. The purpose of the study is to provide the theoretical substantiation of the food security as a vital national interest of the Russian Federation. The three main factors underlie the food security as the essential prerequisite for the national interest of Russia, which are as follows: change of the economic role of the State in the modern world trends (globalization, increased international competition, etc.) and the need to move from the concept of the "effective State" to the concept of the "economically effective and socially responsible State"; recognition of the global nature of the food problem by the world community; the formation of the new challenges and threats to the domestic agricultural producers in the condition of the Russian Federation accession to the WTO. The article covers the content of the concept of "the economically effective and socially responsible State" underpinned by the author and also it analyses the major indicators of the food security in Russia, as well as, due to the modern situation, it defines the main directions for ensuring the food security of the Russian Federation in the medium- and long-term perspectives. The author makes a conclusion that in the context of economic globalization and hyper-competition, food security is of the vital national interest to Russia, and its implementation envisages enhancing of the economic and social responsibilities of both the State and business.
