The article deals with the methodology and the development of mathematical tools, which are intended to realize the economic methods of technological development management in transi-tion economy. The authors point out that this will allow implementation of the formation and realization of the multiple-purpose scientific and technical projects (programs) in defining of the economic growth areas. The development and practical application of models for integrated pro-gram planning automation require the application of methodical instruments, which enable a specialist to choose an operational basis of the required model, as well as effectively manage its individual components. This technique is the most promising, since it allows building in of a model into technological process of program development. The authors demonstrate that the formation and execution of scientific and technical programs, which meet the feasibility condi-tions is a multicriterion management task for which the scope of permissible solutions is deter-mined by a number of traditionally used feasibility criteria, which in their turn are ranked in ac-cordance with the principle of priority. The criteria for assessment of the feasibility conditions depend on each other, therefore, the solution of multi-factor task practically assesses the feasibil-ity of the conditions by means of the composition of criteria, which would be hard pressed to do. The authors emphasize the need of a step-by-step solution of the problem by means of progres-sive optimization according to the indicated hierarchical system of criteria.
