The analysis of the results of scientific activity of the Russian and foreign research organizations indicates that these organizations irrationally spend the funds for financing of the domestic science. The author points out that the proposed approaches to assessing of the effectiveness of the system of financing of scientific activity can serve as the basis for the development of measures to increase the productivity of the Russian science. The paper highlights that the countries with high innovation activity put up money mainly for scientific research, but the countries, which scientists achieve low scientific results, including Russia, mostly spend funds for the purchase of machines, equipment, technologies and software. Currently, the Federal Science and Innovation Agency (FSIA) is placing orders for the supply of equipment, devices and software with the business firms. There is the reason to believe that the effectiveness of procurement leaves much to be desired. Under these circumstances, it makes sense to create a structural unit in the framework of the FSIA or unitary enterprise, which will be authorized to purchase the scientific equipment for scientific organizations. The experts opine that often there is a lack of coordination between the research organizations, at the same time, the studies often duplicate each other that results in the undue waste of resources, which are spent at the research and purchase of equipment. The implementation of the proposed activities can at least four times increase funding of researchers involved in real science and it would substantively enhance the cost-effectiveness of the science in Russia.
