The article reveals some peculiarities of interaction of institutional entities of the housing and utilities sector in householders' level and at the state level to promote more efficient use of the funds of homeowners and the budgets of all levels in the search for new forms and methods of its modernization. The approaches suggested in this article, take into account the interests of both the individual homeowners and other institutional entities of public utilities. The paper stresses that their practical implementation will significantly speed up the process of modernization and will improve the quality of services provided by the owners of housing of different institutional entities of public utilities.
