The article points out that for sustainable and effective development of the Russian economy in the present context, it seems necessary not only to organize and develop the new industries and productions, but also to enhance the technological level of the "old"' or traditional industries and economic sectors. The author considers that for that matter the transfer of the social production throws the issue into sharp relief and above all the issue of the industrial complex changeover to the high-tech level. The work considers the problems of one of the regions of the North Caucasian Federal District such as the Republic of Dagestan.
