The article describes the municipal energy management basics at different hierarchical levels, namely federal, regional and municipal levels. The author proposes graphic schemes of participation in municipal power energy management of different subjects of the Federation. The paper gives a scheme of interaction of the regional and municipal authorities and power supply entities. The work concludes that the management of community power energy is a part of urban management system and should be considered as a whole.
