Justification of a balanced qualitative and quantitative targets for sustainable economic growth and social development in the context of the development of modern regional policy
The article considers the reasons, content and implications of ideas evolution about the goals of social progress in XXI century towards priority social problems resolution. The authors present a region as a holistic system, integrating economic, social and environmental subsystems within the concept of sustainable development. The paper offers to measure a level and dynamics by qualitative and quantitative indicators for a regional system. The work reveals application of the indicators developed in development of socio-economic policy for territorial control.
