The article offers to estimate economic efficiency of spending within implementation of energy saving programs and external socio-economic effects, initiated specific investment projects for energy saving and energy efficiency. The authors allocate the factors influencing efficiency of these programs, and propose the mechanism eliminates the impact of negative factors.
