The article shows that the strengthening of administrative and legal incentives for shale gas production in the U.S. has led to a change in long-term relationships in oil and gas. The author carries out the analysis of the possible consequences of a similar metamorphosis for the domestic gas sector. The paper points out that the economy, content of the budget which 2/3 is dependent on exports of hydrocarbons, can lose its stability, and prediction of its development requires new approaches.
