Dysfunction of education and Science of Russia: trajectory of overcoming

This article discusses the development of education and science of the Russian Federation. The author defines the current state of the crisis of these systems, their dysfunction, showing examples of institutional regulation and the adoption of separate rules and decisions. The qualitative analysis of problems in the functioning of education and science allows forming the basis for effective management of these systems with a common vector for increased public use and usefulness of these activities.
