In the article the economic crime, shadow economy and corruption which slow down production development are analyzed, deprive the budget of considerable part of the income, aggravate both economic, and social problems of Russia. To break a situation in this area, the thought-up system of measures is necessary. Gradual transformation of the developed forms of managing and economic institutes in the direction of socially focused and adjustable market economy is necessary at preservation of the leading role of the state
