In the article the new paradigm and the concept of economic security of Russia is offered. The principles of formation of federal, regional and municipal instruments of providing economic security of the country are established. The need of application of structurally functional approach to providing economic security of Russia is proved. The essence of import-substituting activity and production in a context of economic security of the Russian Federation is considered.
