The article analyzes the augmentation of human capital, which can be considered one of the main functions of the Russian economy. Unfortunately, this feature is relegated to second place, not only in Russia but also in the countries of Western Europe. However, in Russia this phenomenon is particularly acute with the increasing imbalances in the economy as a whole.
