In the second part of the article the features of the rights and the property relations, developed in the oil and gas (rent-forming) sphere of national economy are considered. The conclusion is drawn that arguments in favor of mainly private property as the main form of ownership for modern Russia, are deprived of economical and historical justification, and installation of the Russian authorities on further reduction of state ownership, especially in the rent-forming sphere, is wrong and contradicts theoretical researches and the world practice.
