On social standard as tool of social control

In the article the category of the minimum social standard as instrument of influence of society on power institutes for increase of level and quality of life of the population is considered. Relevance of a subject is caused by lack of clear methodology of research of social standards as an agreement subject between the state and society. The role of public regulation on development of welfare of citizens is presented. The assumption of an inefficiency of a method of measurement of absolute poverty is made. The conclusion is drawn on the need of transition to a method of measurement of relative poverty.
