In the article the new structure of economic relations associated with the provision of educational services are analyzed. It is connected with the need to increase the income of high school and create a more equal access to quality higher education from all sectors of the population. Special attention is paid based on the growth of personal expenses for the acquisition of knowledge, defining the basic specifics of the systems of management and control the trajectory of higher education.
