In the article on the basis of the proposed definition structural elements and a methodology to assess the defense and military-economic potential of the state are offered, and suggestions to strengthen them are formulated. It is noted that the measures taken to improve the situation of the Russian armed forces and defense industry are insufficient. The current critical situation requires the implementation of more radical steps.
