Modernization of economy and social life has to take place in Russia ensuring system unity of society. It is not impossible to modernize economy in a separation from a social and technological component. Successful development of nanotechnologies and innovations are possibly only with broad social support of society. Realization of the state (budgetary) policy of social guarantees to society in cultural, economic, technological aspects can and has to provide success of modernization in Russia.
