In the article methodological problems of implementation the basic conceptual documents defining at the level of a state policy activity in the sphere of strategic planning, ensuring national security and social and economic development are considered. Discrepancy of some provisions is noted. The proposals on improvement methodological bases of public administration in the sphere are formulated.
