In the article the reasons of negative influence of marginal pricing in power industry on the electric power market are shown, the need of new approach to its formation is proved. It is noted that market reforms of the Russian scale have to be provided with adequate regulatory mechanisms. Otherwise without an active role of the state in the reformed sphere risks forever to remain in a transition period.
