In the article the problems of the Russian higher education in the conditions of globalization and internationalization of the higher school and educational services provided by it are considered, the opportunities and the calls created by these tendencies are considered. The analysis of negative tendencies is given, the main external and internal problems of sector are revealed. It is proved that institutional transformations and structural modernization will increase competitiveness and investment appeal of the higher education.
