In the article the practice of the organization of scientific and educational clusters in the Republic of Tatarstan is presented. Clustering forms on the basis of a property are allocated. The features of scientific and educational cluster of non-state educational institution of higher education "the University of Management "TISBI" are presented. Competitive advantages of a cluster on the basis of non-state higher education institution are defined: introduction of modern IT solutions, commercialization of the scientific development, allowed to define the perspective directions of development.
