Development of innovative economy and the chosen way of modernization make the look at the problem of human potential in a new way. Value of this indicator allows to estimate readiness of the Russian society for changes. One of components of human potential is education. Education modernization and Bologna Process development in Russia will allow to change qualitatively a human development index in the world rating.
