In the article the basic aspects of a policy of a sustainable development of rural territories are presented. The analysis of qualitative characteristics of ability to live of agricultural population in the Russian Federation is carried out. Degree of differentiation of agricultural population on qualitative steps of well-being is studied. The author's system of indicators of regional social and economic development on the basis of the ordered hierarchical structure is offered. Priority directions of increase of level and quality of life of agricultural population are revealed.
