Analysis of system effectiveness of strategic management by development of the Russian aviation industry is carried out. The special attention is given to shortcomings of the developed structure of a control system the Russian aviation industry. Recommendations for optimization of the specified system according to national interests of the country are developed. It is noted that possible losses of an aircraft industry make some billion dollars a year that is comparable on size to the possible income at successful work.
