The problem of non-uniform social and economic development of the countries of the world has been recognized for a long time by political economy one of extreme vital issues of an economic science. Despite evidence of this fact, the relation to the non-uniformity phenomenon as to the law or law hasn't received reflection neither in "Economics", nor in the numerous manuals published and published in Russia for last 20 years. The western economic thought holds back this law
