At the expense of the created by the USA and the EU opportunities of maintaining their own well-beings by means of some new exploitation of States of Afro-Asian arc Russia is in the zone of external economical and political calm. For this period it is necessary to have time to create in Russia the synergetic economy, namely, it is necessary, not destroying the system of self-administrating vital activity, to recreate also the parallel system of administrating vital activity, aimed at the guaranteeing preservation and development of the Country as a whole.
