In the article the positive impact on the quality of health care financing in PHC per capita basis in fund holding and the branch system of remuneration of health workers is highlighted. Quality indicators of hospital activity and ambulatory care are improved, satisfaction with public health services, public health are increased, the powers of district doctors in the allocation of financial resources and promoting their work are expanded.
