The article presents the efficiency and effectiveness of management subject of the Russian Federation in the rendering public services. The importance of constructing government on the basis of managerial approach with tools of regulation and suggests a model of evaluation of effectiveness using an administrative regulation as an effective alternative to traditional state management subjects of the Russian Federation are offered.
