The change-over of Russian economy to the innovative development depends on the level of human potential. Human capital assets define the possibilities of every person to participate in the process of the modernization of Russian society as the information society. Innovative economy is an information society, which implies that information, knowledge, information services and all industries related to their production grow more rapidly and are a source of new jobs.
