It is offered the help to having many children and incomplete families, families with children-invalids, preventive maintenance of family trouble, and also social rehabilitation of neglected children, children-orphans, children without parental support etc. Each of the named social groups needs special care and attention from the state. It is necessary to stimulate increase in number of large families and thereof, to raise birth rate in Russia, to provide worthy quality of life and social prestige of large families.
