Russian science citation index (RSCI) as growth factor quality national governance in Russia

Based on the features of the administration of Russia, the author considers the shortcomings of existing human resource practices of updating the regional elites.
     Based on the analysis of the potential data of the Russian scientific citation index (RSCI), the author proposes to extend the functions of a public research institute for the growth of the quality of decision-making by managers. In particular, it is presented the mechanism of quotas of seats in the regional party lists for the scientists.
     RSCI is the future tool of the state personnel policy.
