Technique of comparison of starting conditions and level of development of municipal unions and their subsystems with use of system of passports

The article is the using the passports of municipals institutions which is based on the index’s method, the methodic of the evaluation of the starting conditions and on achieved level of the municipals institutions development in the whole and their main subsystems, allowing to clear up and to evaluate the scales and the directions of the inner processes in the municipals institutions in the aim of determination of the priority’s directions of local regional influence on the municipals situation region.
