Socio-economic presuppositions of the Northern-Caucasian federal district's formation

In this article are considered the reasons of the division of South federal district into Northern-Caucasian and South district, there are indicated the basic problems of the region: they are high natural increase, overpopulation, unemployment, low authority of the state power among the population, insufficient grade of infrastructure development, strained international relationships, high crime rate. There are given possible lines of development of the new federal district and also necessary conditions for the stable socio-economic region development.
